10 killed in latest bout of Taraba violence

At least ten people have died and dozens have been injured after a new and brutal bout of inter-communal violence in Ibbi town, the capital of the Ibbi local government area of Taraba state.
Several residential and commercial buildings were set ablaze in the fighting, leaving a scene of ruinous devastation.
The state government has already imposed a curfew in the area and further repressive actions are possible.
The crisis started when a man named as Ibrahim Uba, a civil defense corps official, was killed by unknown gunmen.
This resulted in an retaliatory attack on the area’s residents by unidentified armed hoodlum.
Taraba police command public relations officer, DSP Joseph Kwaji confirmed that the shameless acts of violence took place while speaking at a press conference today.
He said the police and the army have been deployed to the area to restore peace to the town and ensure the rule of law, however he admitted that no arrests have been made thus far.
He also said a family of six was murdered when unknown gunmen attacked the fishermen camp at the Sarkin Noma village in the Dampar district of Ibbi local government area.
Kwaji gave the names of those killed as Dauda Jibir, who was the head of the family, Mardiya Dauda, Uzairu Dauda, Hamisu Dauda, Hadiza Dauda and Haruna Dauda.
Both Ibbi and Wukari towns, which are located few kilometers apart from each other, have recorded more than 10 incidents of inter-communal violence in the last few yars.
The fighting has left hundreds of people dead and thousands injured, in addition to causing a huge amount of financial damage.

It is unknown whether there was any religious dimension to this most recent case of violent madness.

Ondo: 40 politicians jostle for governorship ticket

Reports reaching  SOAL reveals that at least 30 chieftains of the All Progressives Congress (APC) are warming up for the primary election in Ondo state.
The Nation reports that 10 chieftains of the ruling Peoples Democratic Party (PDP) are struggling for the party’s ticket in the governorship election which is expected to hold in November.
The PDP aspirants are the attorney general and commissioner for justice, Eyitayo Jegede, his environment counterpart, Sola Ebiseni, former presidential adviser on Niger Delta Kingsley Kuku, Bakitta Bello and Saka Lawal.
Others are Rotimi Jegede, Nekan Olateru-Olagbegi, Bamiduro Dada and Gbenga Elegbeleye.
The APC aspirants include a senior advocate of Nigeria, Rotimi Akeredolu; Segun Abraham; Ajayi Boroffice; Jamiu Ekungba; Jumoke Anifowose; Awodeyi Akinseyinwa Apata; Sule Akinsuyi; Olakunle Osunyikanmi; Odunayo Akinrinsola; Foluso Adefemi and Bukola Adetula.

Man accidentally killed his lover after he used cucumber as sex toy

A German salesman Oliver Dietmann, 46, could face up to five years in jail after the accidental death of Rica Varna, 46.
The couple had consumed four bottles of wine before getting out a cucumber ‘to pleasure her’, Dietmann said.
The man says: ‘I put it in her mouth. But suddenly I saw there was smoke coming from the kitchen. I forgot that I had put a piece of meat on the stove for my dog. So I ran to the kitchen, fed my dog and then went on to the balcony to smoke a cigarette.’
When he returned to the bedroom, Rica was unconscious.
‘I tried to get the cucumber pieces out of her mouth, but they were so mushy I couldn’t get any purchase at all.’
He says the couple ‘often used vegetables’ during their lovemaking.
A postmortem showed that Varna was four times the legal driving limit at the time of her death. Medical experts added the cucumber must have got wedged in her throat.
‘The defendant must have known that he should not have left her for so long on her own,’ said prosecutor Reinhard Hoffman.

Buhari visits the most sacred praying ground in the world "holy Kaaba"

President Muhammadu Buhari and Nigerian officials prayed inside the Holy Kaaba on February 25, Thursday, in Mecca, Saudi Arabia.
For Muslims, the Kaaba is the most sacred place in the world, as it is believed to be the “House of God.”
The building is opened twice a year for a ceremony known as “the cleaning of the Kaaba.”
This ceremony takes place roughly thirty days before the start of the month of Ramadan and thirty days before the start of Hajj.
A small number of dignitaries and foreign diplomats are invited to participate in the ceremony.
Buhari, when he was a military ruler in 1984, also visited Kaaba to observe his Umrah (lesser pilgrimage) and was warmly welcomed by the Saudis.
The leader of the nation prayed for Nigeria at Prophet Muhammad’s Mosque in Medina. He was accompanied by the Governors of Osun, Ogun, Borno, Zamfara and Katsina. Others include the NSA, Maj-Gen, Babagana Monguno (retd) and Amb. Lawal Kazaure.
President Buhari is a Muslim from Daura in Katsina state, who has given his support to Sharia in the north. He has previously had to deny allegations that he has a radical Islamist agenda.

Woman accused of raping woman with artificial penis

A 26-year-old woman, Queeny Akuffo, who has been charged with raping another woman, has told the Accra circuit court that she was not in a lesbian relationship with the alleged victim prior to the incident in question.
The 22-year-old victim told the court on Wednesday that she carried out chores for the accused and on the day that the incident occurred Akuffo told her to make dinner,.
She is said to have drugged the complainant and raped her with an artificial penis, otherwise called a dildo.
At Wednesday’s hearing, counsel for the accused Andrews Kudzo Vortia suggested that the victim was fully aware of what to expect when she heeded to the accused’s call.
“The victim had fore knowledge of what would transpire at the house and thus could not say that she was raped by the victim,” he said.
In response, the victim informed the court that she went to the house of the accused because she normally helped with her house chores, not because she had homosexual desires.
She admitted however that she accepted a drink that was offered to her by the accused because she did not think it would lead to anything bad.
The case was then adjourned to March 15, 2016 for the continuation of the cross-examinations.
The courtroom was filled to the brim with sympathisers of both the accused and the alleged victim.
At a previous court sitting on February 12, 2016, Queeny’s supporters attacked journalists for taking pictures of her.
The facts of the case are that on January 25, 2016, the victim was on her way to buy food for her son when Queeny ordered her to meet her needs.
According to the prosecution, the victim quickly went home to attend to her son before she honoured the invitation.
When she entered Queeny’s house, she was ushered into the sitting room where Queeny offered her a glass of vodka, which she declined.
However, Queeny convinced her to take it, apparently convincing her that vodka is non-alcoholic.
After she had taken the drink, the victim realised she was becoming tipsy but Queeny assured her it was normal.
“Immediately I woke up, my mother informed me that we will go to the hospital and the police station,” the complainant said.
“It was later that I was told that Queeny drugged and raped me with an artificial penis and also videoed it.”
Earlier in the case, an unnamed 14-year-old boy described how he had seen Queeny and the victim drinking together and later saw Queeny dragging the victim, who was in a wobbly state, into her bedroom.
The parents of the victim went to Queeny’s house and found her taking a video coverage with her mobile phone, while inserting the prosthesis into the private parts of their daughter.
The parents, who found their daughter in an unconscious state, took her to the police station to file a complaint that their daughter had been poisoned.
Queeny has plead not guilty to one count of rape and is currently free on bail.
While male homosexuality is illegal in Ghana, lesbianianism is not covered by the law, meaning that sexual relations between females is in a legal grey area.

Japan population shrinks by one million census confirms

New census figures in Japan show the population has shrunk by nearly one million in the past five years, in the first decline registered since 1920.
As of October last year the country has 127.1 million people, 0.7% fewer than in the last census.
Demographers have long predicted a drop, citing Japan's falling birth rate and a lack of immigration.
The rapidly ageing population has contributed to a stagnating economy and worries of increasing health costs.
Sharp drop-offs
Japan now has 947,000 fewer people than when the last census was conducted in 2010, figures released by the internal affairs ministry show.
Only eight prefectures, including the capital Tokyo, saw a population increase, national broadcaster NHK. reported.
The remaining 39 all saw declines, including Fukushima which saw the largest drop of 115,000 people.
Fukushima, site of the doomed nuclear power station, was hit especially badly by the 2011 earthquake and tsunami.
Japan has seen population growth for much of the past century, but this has been slowing rapidly in recent decades. The last census showed the population had completely stopped growing.
Friday's numbers mark the first time a decline has been recorded in the census.
Researchers are predicting a sharp drop-off in the working population and a simultaneous rise in the number of elderly in coming decades.
According to government projections, by 2060 about 40% of its citizens will be sixty-five or older, and the general population will be one-third smaller than it is now.
Prime Minister Shinzo Abe has made it a priority to boost the birthrate from 1.4 children to 1.8 children per woman, including improving childcare and tax incentives. Advanced economies usually require a rate of at least 2.1 for a stable population.

Rev King to die by hanging - Supreme Court

Reverend King who was convicted of killing a church member will die by hanging, so says Nigerian apex court, the Supreme Court.
The court however vacated the five 20 years jail handed him by a federal high court in Lagos.
Justice Sylvester Ngwuta, the lead judge ruled that the death sentence by the Lagos court be upheld.
Justcie Ngwuta said the facts against Rev. King is like such that is seen in a horror movie. Ngwuta further stated that the appeal lacked merit thus case discharged.
The general overseer of the Christian Praying Assembly in Lagos was sentenced to death by a Lagos high court after he was arraigned on September 26, 2006 on a six-count charge of attempted murder and murder.
He pleaded not guilty to the allegation but on January 11, 2007, he was sentenced to death by Justice Joseph Oyewole of Lagos state high court in Ikeja, for the murder of one of his church members, Ann Uzoh.
The controversial cleric had reportedly poured petrol on Uzoh and five others and set them on fire leading to the death of Uzoh and serious injuries to the others. King was convicted and sentenced to death by hanging for the murder charge and 20 years imprisonment for the attempted murder charges.
He applied to the appeal court in Lagos to get his conviction overturned but the case was thrown out.

Fifa reforms passed: Salary disclosure, limit on president's term, women's football

The Fifa president will be limited to three terms in office, in a raft of reforms passed by world football's governing body as it aims to recover from a corruption crisis.
A new council will replace the current executive committee, featuring a female representative from each confederation.
Later on Friday, Fifa will elect a new president to succeed Sepp Blatter.
Four candidates remain in the running after Tokyo Sexwale withdrew at the extraordinary congress in Zurich.
The remaining candidates are Sheikh Salman bin Ebrahim al-Khalifa, Gianni Infantino, Prince Ali bin al-Hussein and Jerome Champagne.
Swiss Blatter, who held the position since 1998, was re-elected for a fifth term last May but resigned amid a growing corruption crisis.
The election process began at 12:00 GMT, but several rounds of voting may be required before a winner is known.
"We stand united in our determination to put things right, so that the focus can return to football once again," said acting Fifa president Issa Hayatou.
"The hard work of restoring trust and improving how we work begins now.
"This will create a system of stronger governance and greater diversity that will give football a strong foundation on which to thrive. And it will deter future wrongdoing."

Disclosure of salaries
This will happen on an annual basis for the Fifa president, all Fifa council members, the secretary general and relevant chairpersons of independent standing and judicial committees.
Presidents limited to three terms of four years
This applies to the Fifa president, Fifa council members and members of the audit and compliance committee and of the judicial bodies. Sepp Blatter served five terms as Fifa president dating back to 1998.
Separation of political and managerial functions
The elected Fifa council will replace the executive committee and will be responsible for setting the organisation's overall strategic direction. The general secretariat will oversee the operational and commercial actions needed to implement the strategy.
Promotion of women in football
A minimum of one female representative will be elected as a council member per confederation.
Human rights enshrined in Fifa statutes
Why are reforms needed?
There have been widespread allegations of corruption within Fifa, the arrest of leading officials, the banning of its president and major sponsors withdrawing their support.
Numerous Fifa officials have been indicted in the United States, while Swiss authorities are also investigating the organisation.
Blatter has also been banned from all football activity for six years after being found guilty of breaching Fifa's ethics rules over a $2m (£1.3m) "disloyal payment" to the head of European football's governing body Uefa, Michel Platini.
Former France captain Platini was also suspended. Both men deny any wrongdoing and are appealing to the Court of Arbitration for Sport.
Furthermore, Jerome Valcke, Fifa's secretary general and formerly Blatter's right-hand man, was banned for 12 years following allegations - which he denies - of misconduct while in office.

Okurounmu calls on Buhari to probe IBB, Abacha’s ministers

“If I were President Buhari, I will begin the probe and recovery of public funds from 1985 during Babangida’s regime.”Femi Okurounmu, the former secretary-general of the Yoruba socio-cultural group,Afenifere, has called on President Muhammadu Buhari to start the probe from 1985 when Ibrahim Babangida was the leader of the country.He also advised the president to investigate ministers who served during the tenure of the late dictator, General Sani Abacha.Speaking with The Punch on Tuesday, February 23, Okurounmu said the foundation of corruption was laid during Abacha and Babangida’s regimes.“If I were President Buhari, I will begin the probe and recovery of public funds from 1985 during Babangida’s regime. Theregime of Babangida laid the foundation for massive corruption in public service. After Babangida’s rule, he should proceed to Abacha’s regime. Even though Abacha is dead, some of his ministers are still enjoying the ill-gotten wealth and there are evidences that can be used to indict them and get the funds back,”he said.
The senator who represented Ogun-Central in the National Assembly stressed that the recovery of public funds should not stop the Economic and Financial Crimes Commission (EFCC) from jailing those who benefited from the armsfund.“When people are caught stealing public money, they must not be shielded from proper justice. When the EFCC ask the looters to return the stolen funds, and they go scot free, that is not how to fight corruption. The EFCC should not postpone their trials.“Nigeria is fond of copying things wrongly. The concept of plea bargaining was not part of our criminal justice system;it was copied from the US. I know a lot about the US. When you talk of plea bargain in the US, it does not stop those indicted of corruption from getting properand adequate punishment,”he noted.Meanwhile,the anti-graft agency is on the trail of a Senior Advocate of Nigeria, Damian Dodo, over £22.5million (N6.18billion) Sani Abacha allegedly hide in the Island of Jersey.“The AG of the Island of Jersey cooperated fully with the government, leading to the repatriation of the £22.5m.We want to know where the money is; we need records from those involved.“We are inviting Damian Dodo, who playeda key role in securing the £22.5m (N6.18billion) loot for the Federal Government to give the details,”the EFCCsource said.

Naira strengthens against US Dollar

Late yesterday, speculations arose that the naira may have strengthened further against the US dollar as it now goes for between 250-270/dollar.The Bureau De Change (BDC) sources, however, informed that it is impossible to state the exact amount the naira will sell for on the parallel market, but one thing that is certain is that the Nigerian currency has appreciated tremendously against the dollar in the last 48 hours.

There is confusion in town over the exchange rate of the dollar to the Nigerian currency as the BDC operators are saying that it is now N305/dollar.According to the information gathered from a reliable source in the foreign exchange market that the Nigerian currency, up from its steady rise within 48 hours, has strengthened against the dollar in the wake of President Muhammadu Buhari’s insistence that he does not support the devaluation of the currency.Speculators had been shocked by the consecutive rise on February 23, as they had predicted an all-time rise from the initial N400 (an all time low) to about 450/500 in the coming days.
There are further speculations that the amount, up from an initial N364 from Tuesday, February 23, is now at N305, while there are also unconfirmed reports that it may slip further before the end of the day.Meanwhile, the International Monetary Fund (IMF) has persuaded President Buhari to adopt a sound petroleum industry bill (PIB) as well as expunge restrictions around foreign exchange policy.While the PIB had been in the works since2007, it has been dogged by political controversies as well as opposition to the fiscal terms by international oil companies.

Lagos importer stabbed to death in argument about goods

Tragedy struck in the Ajao Estate area of Lagos state on Tuesday when a thug foaming at the mouth with rage stabbed an importer to death during an argument over a small amount of goods.The deceased, identified as Ifeanyi Nwoha, 29, was said to have gone to the 2nd Francis Warehouse in the company of two of his friends, identified only as Samuel and Tony, to off-load goods from acontainer he owned.However, after they arrived at the warehouse, they were reportedly accostedby a thug who was known to Nwoha, identified as Raphael Nwonye, who chasedthem away in a furious rage, insisting that  there were no goods to offload.
According to local residents, this was not the first time that the two merchants had been embroiled in a personal dispute.The resultant argument made Nwoye lose his rage and run back to his apartment, where he retrieved a kitchen knife which he used to stab Nwoha in the neck and back then leaving him to die, taking his last breathes in a pool of his own blood.An initial attempt by Nwoha’s friends to overpower the suspect failed as he was said to have threatened to kill them if they attempted to stop him in his horrific rampage.According to local reports, Samuel and Tony then attempted to raise the alarm, however their efforts were futile as they was nobody in the nearby vicinity.
According to Vanguard, this was not the first time Nwonye has been involved in anact of flagrant violence.He is accused of stabbing five other people in the past, however his boss is alleged to have managed to get him off the hook.The suspect is believed to still be at large.

New York woman recants gang rape claim

New York City authorities are dropping sexual assault charges against five teenagers after their accuser recanted her story.
The woman initially told police she was gang raped at gunpoint in a Brooklyn park on 7 January.
Police arrested five teens, but parts of the woman's story began to come under scrutiny as more details emerged.
Her father was said to have been chased off by the suspects, but it took him nearly 30 minutes to alert police.
The teenagers said the encounter was consensual. They told police when they entered the park they saw the woman and her father engaged in a sex act.
Prosecutor Kenneth Thompson said the 18-year-old woman provided "multiple inconsistent accounts" when detectives questioned her.
"That night, this young woman's father and the five young men engaged in conduct that was reprehensible and wrong, but because of the lack of reliable evidence, criminal charges simply cannot be sustained," Mr Thompson said.

Apple boss Tim Cook hits back at FBI investigation

Apple boss Tim Cook has hit back at the FBI over the handling of a court order to help unlock the iPhone of San Bernardino killer Syed Rizwan Farook.
Mr Cook told ABC his company first learned of the controversial request when it was reported in the news media.
"I don't think that's the way the railroad should be run," he said.
"I don't think that something so important to this country should be handled in this way."
However, a source close to the investigation told the BBC Mr Cook's claim was "simply not true", and that Apple's legal team was "the first to know".
A spokeswoman for the FBI said she did not wish to comment on Mr Cook's remarks.
Elsewhere, the New York Times reported that Apple had begun working on an upgrade to its devices which would make it impossible to break into an iPhone using the method proposed by the FBI in this case.
Mr Cook was defending the company's refusal to comply with the FBI's order that it remove security blocks on Farook's device so data on it could be accessed.
He said the FBI was asking the company to make "the software equivalent of cancer".
Farook, along with his wife Tashfeen Malik, killed 14 people in the attack in December last year.
"I think safety of the public is incredibly important," Mr Cook told ABC.
"The protection of people's data is incredibly important. And so the trade-off here is we know that doing this could expose people to incredible vulnerabilities."
When asked if he was concerned Apple may hinder investigations that could prevent a future attack, Mr Cook said: "Some things are hard and some things are right. And some things are both. This is one of those things."
The FBI has argued that Apple is overstating the security risk to its devices. FBI Director James Comey said Apple had the technical know-how to break into Farook's device only in a way that did not create a so-called "backdoor" into every Apple device.
Conflicting polls suggest the American public is divided. One poll, by the Pew Research Center, suggested the majority of those polled sided with the FBI - although the researchers noted support for Apple grew among people who owned smart phones.
A Reuters poll, conducted by Ipsos, said 55% of respondents worried that the FBI would seek to use the backdoor to "spy on iPhone users".

Kidnappers in Rivers now disguise as commercial taxi drivers

The Rivers state police command has alerted members of the public that kidnappers in the state have devised ignoble means of disguising as commercial taxis to lure victims into their vehicles and abduct them.
A statement signed by Ahmad Muhammad, the Police Public Relations Officer (PPRO) in the state read: “It has come to the notice of the Rivers State Police Command that some criminal minded people have now resorted to disguising as commercial motorists thereby deceiving unsuspecting commuters.
“They more often than not take passengers along the roads instead of designated and approved motor parks with such passengers apparently end up being kidnapped.
“Consequently, commuters using public transport especially those in the habit of boarding vehicle along the roads are hereby advised to be self security conscious and forthwith desist from such dangerous attitude as boarding vehicle inside designated motor parks is believed to more secured.
“Members of the public are to note that their personal safety and security starts with them. Should they suspect something, the following police distress lines can be useful, 08032003514, 08028915460, 08028915462 and 08160723892, please.”
This warning is coming on the heels of the recent spate of kidnappings in the state, especially in the south south region, where a lot of people have been recently found dead after being abducted by unknown abductors through devious means.

US election 2016: Donald Trump wins big in Nevada

Republican presidential candidate Donald Trump has easily won the US state of Nevada, cementing his lead in the race for party nomination.
The billionaire now has three consecutive wins, after victories in New Hampshire and South Carolina.
Senators Marco Rubio and Ted Cruz, who have been attacking each other this week, are vying for second place.
Party officials said they were looking into reports of double voting and not enough ballots at one caucus site.
Some volunteers also wore clothing in support of Mr Trump, but officials said this was not against the rules.
In his victory speech, Mr Trump told a roaring crowd of supporters: "We're winning, winning, winning the country, and soon the country is going to start winning, winning, winning."
Nevada, typically a swing state with a substantial Latino population, is crucial to the election process. Hillary Clinton won the state on Saturday in the Democratic race.
Some 30 delegates - more than 1% of the total - are up for grabs in the Nevada caucuses, the first Republican test in the west of the United States.
Early results show Donald Trump has a 42% lead over the rest of the Republican pack, with his closest rival Marco Rubio getting 25% of the vote.
Cheers erupted at the Trump camp in Las Vegas as US networks started projecting the New York billionaire's victory.

Another state, another win for Donald Trump. Watching record crowds stream into caucus sites across the state, it's become clear that the New York billionaire has reshaped the Republican electorate.
The Trump backers who have turned his massive campaign rallies into carnival-like events showed up to vote in force, with their Make America Great hats and patriotic garb. They braved long lines and, in some cases, poor organisation from a Republican Party ill prepared for the large turnout to vote for their man - and their man won.
Donald Trump, as inconceivable as it once may have been, has become the leader of a conservative populist wave that appears poised to crest and crash over the Republican establishment.
Ted Cruz and Marco Rubio are battling for a distant second place, but it seems like a cold consolation prize. Mr Trump is well positioned to rack up wins in the large slate of states across the South that vote in "Super Tuesday" next week, leaving him with a significant lead in the delegate count necessary to secure the Republican nomination.
Such a development would mortally wound Mr Cruz's campaign and give Mr Rubio - or possibly Ohio Governor John Kasich - only a narrow hope of consolidating establishment support in time to derail a Trump juggernaut. The clock is ticking, and time is nearly up.

The billionaire from New York locked horns with Texas Senator Ted Cruz on Monday, attacking his campaign tactics and describing his rival as "sick". It comes after Mr Cruz fired his campaign spokesman over a doctored video that discredited Senator Rubio's views on the bible.
Mr Cruz hit back on Tuesday, accusing Mr Trump of "vacillating" on his campaign issues and policies. Marco Rubio, meanwhile, has been urging registered Republicans to turn out in force for the caucuses.
"I need your vote tonight!" Mr Rubio, considered the preferred candidate among more moderate Republicans, told a rally on Tuesday.

The Republican field, which numbered a dozen one month ago, has been whittled down to five, after one-time establishment favourite Jeb Bush dropped out of the race in South Carolina last weekend.

How Abacha performed better than Obasanjo, Yaradua, GEJ

A recent survey by Nairametrics has revealed that former military president of Nigeria, late General Sani Abacha, performed more than every other Nigerian ruler since 1999 with the capital expenditure against the recurrent expenditure.
The report, which was influenced by the recent anomalies discovered from Nigeria’s 2016 budget, showed that the military government fares better than the democratic leaders in this aspect of the budget, especially the Abacha government.
This is coming in spite of the massive loot recorded in his administration, and the revelations made by the foreign banks where he reportedly hid most of the wealth he amassed.
When civil servants and public officials in a democratic system of government fail to contribute to nation building despite their huge earnings, bureaucracy takes over and capital projects are most hit.
In fact, successive governments in the country have had to deal with this anomaly over the years as the recurrent expenditure is always way above capital expenditure.
But the Abacha government proved to be just ahead of the democratically elected leaders since 1999 as the chart below indicates.

According to the chart, the period between 1994 and 1999 showed that the capital expenditure as a percentage of government revenue outstrip recurrent was as high as 77%, however, when the democratically elected presidents came in, things took a negative turn.
On how Abacha was able to pull this stunt under his administration, which no leader after him has been able to, Nairametrics noted that Petroleum Trust Fund (PTF) managed by current Nigerian president, Muhammadu Buhari carried out a lot of capital projects and there was basically a parallel government at the time.
Meanwhile, as Nigerians continue to groan under the hardship of continuous oil price slump and the fall of naira against the dollar, reports emerged today that the Nigerian currency firmed up about 3 per cent against the dollar.

Crime: Lagos establishes 1st DNA forensic lab in Nigeria

In furtherance of its commitment to the criminal justice sector reforms and take the fight against crime to a greater level, the Lagos State Government (LSG) on Tuesday, February 23, announced that it has concluded plans to establish the first ever high-powered DNA forensic laboratory in Nigeria.
The Lab which will take off within the next six to twelve months would be called the Lagos State DNA Forensics Centre (LSDFC), when fully operational.
It would fulfill an unmet need for DNA profiling which is a unique forensic technique that is now being used all over the world.

Governor Ambode says he is poised to eradicate crime from within the Lagos metropolis
Addressing journalists at the Bagauda Kaltho press centre in Alausa on Tuesday, the state attorney general and commissioner for justice, Mr Adeniji Kazeem, said the establishment of the centre was another eloquent testimony of Governor Akinwunmi Ambode’s sincerity and seriousness towards fighting all forms of criminality.
Kazeem, who addressed the media alongside senior officials of the ministry, said Governor Ambode had been at the vanguard of the war against domestic, sexual and violent crimes, and that the centre was geared towards vigorous justice sector reforms.
He recalled the ground-breaking donation of equipment worth N4.8 billion to the Nigerian police, the light-up Lagos project, and the recent solidarity visit of the governor to crime flash points like the Isawo area of Ikorodu where criminals have been terrorizing innocent citizens, among others as further proofs of Ambode’s determination to tackle crime.
Speaking on the importance of the forensic centre, the commissioner said the facility which would be driven by the Ministry of Justice with active support of the governor, will focus on DNA analysis to support the justice sector in diverse areas such as “collection and preserving reference and evidentiary DNA which can later be used in identifying criminals; decoding familial relationships of individuals which could also be a tool for the judicial system; and identifying victims and remains after natural and manmade calamities.”
Kazeem also explained that DNA profiling is an extraction of DNA from body fluids, semen, nails, hair and other DNA generic sources, adding that the centre would greatly help to controvert evidence of alibi and confirm physical presence of suspects at the scene of a crime and the origin of DNA to such suspects.
He said: “Even though the role of DNA in forensics, law enforcement and the justice sector is well known globally, a high-powered DNA analysis centre is not available in Nigeria. This means that most, if not all the DNA testing needs are performed outside Nigeria, a situation that leads to longer turnaround times and an overall higher cost of bringing closure to investigation and prosecution of crimes.”

He said when operational, the centre will serve the DNA needs of the state, members of the public, other states and neighbouring countries, saying it would be of international standard which all stakeholders including security agencies would benefit from.
On the areas of focus, Kazeem said the Centre would be deployed for criminal investigation to identify criminals with incredible accuracy and exonerate suspects mistakenly accused or convicted of crimes.
The Centre, according to the commissioner, would also aid investigation on domestic and sexual violence cases, boost family and paternity proceedings, and help in identifying victims of natural and man-made disasters.
Kazeem expressed optimism that the centre would be a unique solution to fighting crime in the quest of the present administration for a safer and secured Lagos, adding: “Lagos is a unique place with a unique Governor who has continued and will continue to provide unique solutions.”
He further said the government was partnering with experts in the DNA field on the project, who would build, operate and transfer to government after about two years, a period within which the officials of the state must have been trained on how to run the centre.
Fielding questions on the challenge of collecting database for the centre, Kazeem said data collated along the line, would be stored, and that other government ministries, departments and agencies would equally collaborate with the Ministry of Justice to effectively deliver on the mandate of the centre.

Naira firms up against dollar on parallel market

Nigeria’s naira firmed up on the American dollar for the second consecutive day as Nigerians continue to groan over the prices of goods.
According to Reuters, the naira rose on Tuesday by 3 percent to equal 364 against the 375 which it was on the unofficial market on Monday.
President Muhammadu Buhari had continually insisted that he would not accept naira devaluation as the currency had been worst hit by a fall in oil prices.
Officially, the naira is still unchanged at 197/dollar as one dealer who preferred anonymity stated: “Many people are now aligning with the government’s position of no devaluation.”
Meanwhile, the crash in prices of naira has made some women besiege the gold sellers section of the Kaduna central market, takin g advantage of this to get rich through the sale of gold.
Market survey showed that the price of gold per gram has consequently rose from N8,000 to N10,500.
Daily Trust learnt that women in the city now see this as viable means to make quick gains. As a result, they are in rush to sell off their gold jewelries.

Drunk plane passenger drops his trousers and urinates in aisle in midair flight

A drunken plane passenger on a flight from India to Birmingham shocked passengers when he pulled down his trousers and urinated in the aisle.
Jinu Abraham had to be restrained until the plane had landed after being aggressive to cabin crew.
The hospital porter, 39, of Hollow Croft, Northfield, admitted being drunk on an aircraft and was fined £300 at Birmingham Magistrates Court.

He was also ordered to pay £500 compensation, a victim surcharge of £30 and £185 costs.
John Cardiff, prosecuting, said Abraham had boarded the Air India Boeing 787 Dreamliner on January 19 this year with his 10-year-old son.
During the flight he had become aggressive after drinking alcohol, refusing a request to return to his seat, the Birmingham Mail reports.

There also came a point when cabin staff refused to serve him any more booze because of his state and he was warned about his behaviour.
“About 40 minutes prior to landing he removed his trousers and stood in the aisle. “He pulled down his boxer shorts exposing his buttocks and then began urinating on the floor and seat of the aircraft.
“He was restrained by crew with plastic handcuffs and seat belts for the rest of the flight and was arrested on landing.”
Mr Cardiff said the estimated cause of the damage was £500.

When later quizzed Abraham said he had drunk two whiskies, that he was on anti depressants and could not remember anything about his actions.
Alan Newport, defending, said both the defendant and his wife, who had been married for 11 years, worked for the NHS. His wife is a theatre nurse.
He said he had been on medication after one of his children died at birth and that his wife had already returned from India on a separate flight with their 15- month-old child.
“Unfortunately because of a mix up at the airport in India his medication had been placed in the hold. “He was without medication and nervous about flying and was concerned about his wife’s welfare.
“He effectively tried to self medicate and it went dramatically wrong, not just for him, but the passengers on that flight.
“Fortunately no one was injured and the flight was able to land without an emergency request.
“ He was shocked and surprised about what was said about his behaviour.
“He accepts it must have been incredibly upsetting for passengers and crew and possibly frightening for those people on board in that confined environment.”

A United States-based pastor, Francis Van-Lare, has decided to break the internet with new photos of himself with his Nigerian wife.
He posted the pictures of him grabbing his wife, Amara’s boobs, on his Facebook page. According to him, ‘there is nothing wrong in kissing your wife in public’. He also posted another set of photos which he said: ‘Sunday blessings to you all. When last did you play with your wife ? Grab her!’

Amara, a mother-of-four, married the pastor in 2014, 6 years after leaving an arranged marriage that had a history of domestic abuse. She had been a teenage bride who married aged 17.

The man who made 'the worst video game in history'

The video game of Steven Spielberg's ET is considered to be one of the worst of all time and has even been blamed for triggering the collapse of Atari. Howard Scott Warshaw, the gifted programmer who made it, explains how it was rushed out in a matter of weeks - and how he feels about those events in California now.
Spielberg was unimpressed.
"Couldn't you do something more like Pac-Man?" he asked.
It was July 1982 and Atari, then one of the world's most successful tech companies, had just paid a reported $21m for the video game rights to Spielberg's new blockbuster, ET the Extra-Terrestrial.
Howard Scott Warshaw was the programmer tasked with designing the game.
"I was stunned," says Warshaw. "Here was Steven Spielberg, one of my idols, suggesting that I knock off the game! My impulse was to go, 'Well, gee, Steven, couldn't you make something more like The Day The Earth Stood Still?'"
Warshaw's stock was high at Atari. The 24-year-old had just finished the video game of Spielberg's Raiders of the Lost Ark. Spielberg considered Warshaw a "certifiable genius" and 36 hours earlier Warshaw had been hand-picked for their next collaboration.
"It was a day that will live in infamy in my life forever," says Warshaw. "I was sitting in my office and I get a call from the Atari CEO. He said, 'Howard, we need the ET video game done. Can you do it?'
"And I said, 'Absolutely, yes I can!'"
Games for the Atari 2600 were distributed on cartridges that took weeks to manufacture. If ET was to be in the shops for Christmas, Warshaw had a tight deadline.
"The CEO goes, 'We need it for 1 September.' That left five weeks to do it! Normally it'd be six to eight months to do a game, not five weeks.
"Then he said, 'Design the game and on Thursday morning, be at the airport and there will be a Learjet waiting to take you to see Spielberg.'
"I'm not sure exactly what I was full of but whatever it was, I was overflowing with it."
Warshaw drew up his pitch to Spielberg, and travelled from the Atari headquarters in Sunnyvale, California to Los Angeles. His idea was an adventure game in which the player had to help ET phone home by collecting components to make an inter-planetary telephone. The player would have to dodge government agents and scientists in order to complete the mission.
"I got down to Spielberg and I laid out the whole design," he says. "I told him, 'I think it's really important that we do something innovative. ET is a breakthrough movie and I think we need a breakthrough game.'
"I talked him out of the idea of a Pac-Man knock-off. But the key was to design a game that I could deliver in five weeks."
Atari needed ET to be a hit. In 1982 sales had reached a peak of $2bn but the company was losing market share to home computers like the Commodore 64, which could do more than play games.
"It was the hardest I've ever worked on anything in my life," says Warshaw, who was the game's sole programmer. "I started working at the office but after a while I realised there was a problem; I still have to go home to sleep and eat occasionally.
"So we had another development system installed in my house so that I would never be more than two minutes away from working on the code except when I was driving.
"There was a manager who was assigned to make sure I was eating so that I'd be able to keep going.
"When it came to the end of the process, my reaction was, 'Wow, I did it!'"
Atari ordered an initial run of four million copies and budgeted a reported $5m on what would be, at the time, the biggest-ever advertising campaign for a video game.
"ET needs help from his human friend - and that's you!" read the magazine ad. Television commercials ran for weeks. Spielberg himself appeared in a promotional video, whilst Warshaw was flown to the London premiere of ET and given a seat in front of the Princess of Wales.
"The bosses believed that as long as we put anything out the door with ET's name on it would sell millions and millions," he says.
To begin with, the game was "right up there on the Billboard top sellers" but word began to spread that there were serious problems.
"It was a finished game but it certainly wasn't perfect," Warshaw says. "There were too many opportunities where you could suddenly wind up in an odd situation. That was too much for a lot of people and caused them to put the game down."
Players complained that the ET character would inexplicably fall into pits and get stuck. As one 10-year-old told The New York Times: "It wasn't fun."
Atari soon realised that ET was not going home. In early December 1982 it announced "disappointing" sales for the year and the value of its parent company Warner Communications plunged. The results triggered steep drops in the value of other video game makers.
"After the Christmas season it was starting to come back from retailers," says Warshaw. "It still sold nearly 1.5 million units, but when you needed to sell four million, that's not good enough."
By the second quarter of 1983, Atari's parent company announced losses of $310m.
"Things just started to unravel," says Warshaw. "It's awesome to be credited with single-handedly bringing down a billion-dollar industry with eight kilobytes of code. But the truth is a little more complex."

Consumers were turning to the home computer and the market was saturated with video games. In a bid to avoid collapse, prices - and much of the workforce - were slashed. But it was futile and in July 1984 Warner offloaded Atari for $240m.
"I took some time off to recover from the whole experience," says Warshaw. "I went into real estate for a couple of years and hated it.
"Eventually I went back to technology, returning to video games as a manager and director, but it had lost the charm by then."
Creatively unfulfilled, Warshaw undertook projects in writing and TV production.
"I knew I was done with the industry but I couldn't envision an alternative. I became depressed."
Warshaw's solution was "to throw reason to the wind" and in 2008 he retrained as a psychotherapist.
"Maybe a part of me really wanted to compensate for all the trauma and depression I created with the ET game," he says. "But in reality it's something I always wanted to do."
Today Warshaw bills himself as The Silicon Valley Therapist, "fluent in both English and nerd". Does he use his own story of colossal failure with clients?
"Sometimes I do," he admits.
"But every therapist uses their own experience with their clients. To me it's a very natural thing. Programmers and therapists are all systems analysts. It's just that I've moved on to a much more sophisticated hardware."
In April 2014 Warshaw was given his own chance to obtain closure on the ET fiasco. A film company was making a documentary about a legend that had persisted for 30 years - that in 1983 Atari had buried truckloads of the unsold ET games in the New Mexico desert.
"I never believed it, I just thought it was absurd," says Warshaw.
The city of Alamogordo granted permission for a public excavation to take place. Warshaw was invited to attend.
"When we arrived, there was a long, long line of fans from all over the country who had travelled to see this," he says. "It was an odd thing to sit there and literally watch your past being dug up."
The excavation confirmed that Atari products were indeed buried at the dump and Warshaw was filmed at the moment a battered and crushed copy of ET was pulled from the ground.
"I became extremely emotional," he says. "This little game that I had written in five weeks more than 30 years ago was still generating excitement. I was full of gratitude.
"Is ET really the worst game of all time? Probably not. But the story of the fall of the video game industry needed a face and that was ET.
"I actually prefer it when people do identify it as the worst game of all time because I also did Yars Revenge and that's frequently identified as one of the best of all time. So between the two, I have the greatest range of any designer in history!"

Wizkid apparently read the story and first commented on twitter saying ‘Nice read’.

Nigerian military arrests, interrogates Boko Haram suspects

Two suspected Boko Haram terrorists who sneaked into the Internally Displaced Persons (IDPs) camp in Borno state have been arrested by the Nigerian military.

The two men, Audu Umar and Hassan Umar were nabbed by the Nigerian troops after smuggling themselves  into the camp of the displaced persons brought in from Pulka to Gwoza.

According to PR Nigeria, the suspects are undergoing thorough investigations by the military and intelligence operatives.

The Nigerian military, on the other hand, says it is yet to confirm the arrest of Boko Haram kingpin, popularly known as Bashir Sarkin Yanka, meaning “Bashir the King of Slaughter.”

The Civilian Joint Task Force (JTF) in Konduga local government area of the state had said that they had arrested the notorious Boko Haram kingpin, who had been feigning to be Abubakar Shekau in several videos on the social media.

But Air Commodore Dele Alonge, the spokesperson of Operation Lafiya Dole in the northeast, informed that the military cannot confirm the arrest of Shekau’s actor, adding that the military has sustained its counter-insurgency attacks as some insurgents have been eliminated.

“As you are aware, the Nigerian military has succeeded in routing out terrorists from some of their hideouts in the North-East and in the process some were eliminated and others have been arrested.

“We cannot at the moment provide the identities of those in our custody or in other places until after we have conducted thorough investigations,” he noted.

Just about two days ago, reports emerged of two suicide bombers who killed at least 19 people and injured 50 others in a market in Meme, northern Cameroon.

While AFP reported that the identities of the suicide bombers to be males, Reuters claims they were female bombers.

It was gathered that the two suicide bombers walked into the market and blew themselves up.

School in Ogun state where students sit on floor for lectures

Education is one of the basic things required to have a crime-free society. Not that it totally eradicates crime, but it helps reduce the rate of criminal activities in the society.

For this reason, much attention is expected to be given to schools, institutions where formal education takes place at all times.

The same cannot be said of St. John’s Anglican Primary School II, Kuto, Abeokuta, the Ogun state capital, where the students are made to study on bare, shattered floors.

Soal journalists who were in the state on assignment stumbled on this school and decided to probe further, why it had to be so in this time and generation where technology is in an advanced state.

With an average of three blocks of classrooms, each class is not expected to house more than 20-30 students, but unfortunately, many of the classrooms were vacant without any teacher dishing out instructions to learners.

As at the time of visit (towards the closing period), most of the students were seen playing carelessly in the various classrooms without any instructor.
The roofs and ceilings were nothing to write home about as they were in different states of total disaster.

Our correspondent who wanted to get to the root of matters, disguised as a parent who wanted to bring his ward for admission and was directed to meet the head teacher of the school.

On the first day of visit, she welcomed’s journalist and explained that a list of prospective students had only been sent to the State Universal Basic Education Board (SUBEB) for approval and subsequent admission but asked him (our correspondent) to return the next day for further clarification on how to go about the process.

Before then, she had explained that basic admission requirements would not cost more than N2,100 per student.

“That is because the person is a first-timer. They only pay N300 every term as levies to carry out some developmental projects in the school,” she had stated.

After thanking her for the explanation, our correspondent was asked to return the next day for further explanation on the admission process.

Early the next day, at about 9.30am, our correspondent returned to make inquiries about how and when to bring this ‘new student’ for the start of the admission process.

This time around, there was a little bit of sanity in the school compound as many of the students were in their classrooms and this gave our correspondent ample time to assess the students and teachers in their ‘normal’ states.

The head teacher took her time to explain the admission procedure this time and was explicit enough to make it obvious that it was totally a government-run institution.

“For a first-timer, the fee is N2,100. That’s because there’s building levy as well as retirement levy. I’ll be retiring next year by God’s Grace so, there’s a levy for retirement.

“Any parent who wants the child to come here has to write a letter to SUBEB, indicating that they want the child or ward in our school.

“It is from there that we get the approval to accept such a parent’s child here and the necessary payments will be made here as well,” the fair-skinned woman narrated.

Our correspondent pressed further to know if there were other payments to be made after the admission procedure had been concluded, and the head teacher informed of lesson fees. The amount was totally shocking!

She said: “They hold extra lessons here at the rate of N20 per day. They also pay N20 for feeding because they do not come with food.

“They close the lesson by 3.30pm at times. We pay the security man here N3,000 monthly, this money is gotten from the stipends that these children pay.”

Expressing his dislike for the state of facilities in the school,’s journalist asked another staff of the school who preferred anonymity why they had yet to fix some of the anomalies in the institution because “the person who asked me to make inquiries may not like what this place looks like.”

This staff opened a can of worms on how the government had been promising year after year, that they would fix the rot in the school.

“On several occasions, the government had promised to do something about the state of our school, but all of these have ended in sheer promises.”

The head teacher who refused to say anything about whether or not government was involved in the process, said that she was planning to “do something remarkable with the building over there,” she said pointing towards a direction opposite where the reporter stood with her.

“That’s why we collect money for building from the students every term,” she added.

Another striking revelation by this woman was the fact that most of the students schooling there were ‘abandoned’ individuals who work as maids/servants in their respective homes.

She noted with disdain, that this is a reason many of them do not even pay the meagre amount of money they are required to pay per term.

“You know, most of the students here are Omo Odo (meaning servants/maids in Yoruba), that’s the reason some of these guardians abandon them here and refuse to pay their levies like others.

“We remind them everyday on the assembly ground, to bring their money, but what can one do if they refuse to do so? Although we also involve the church (St. John’s Anglican) about some of our plights, it cannot be enough because the school is totally under the government’s supervision,” the unhappy head teacher explained.

Shocking also is the fact that some students of the National Open University of Nigeria (NOUN) hold lectures in some of the classrooms inside the compound, under similar circumstances.

With the Ogun state government working for the people, it is expected that this issue will be looked into in no distant future to forestall a jeopardy of the future of these great minds.

Benue South Rerun: David Mark defeats APC's Daniel Onjeh

Former senate president, David Mark, has been declared winner of the Benue south senatorial rerun election.
Mr Mark won with a margin of 12,571, polling 84, 192 votes as Daniel Onjeh of the APC who polled 71, 621 votes.
Mark won in five local government areas while Onjeh won in four. The result was declared by Prof.Ishaku Enigi.
The rerun was conducted after the Appeal Court annulled the March 28, 2015 election of which Mr. Mark was declared winner by the Independent National Electoral Commission.
PDP had has raised alarm over the plot by the All Progressives Congress (APC) to manipulate the results of the Benue South senatorial rerun.
State chairman of the PDP Dr Emmanuel Agbo has said the APC planned to hijack the results from the polling units in Ogbadibo local government area and have refused to hand over to the collation officers. The party claimed the APC candidate Daniel Onjeh is the one leading the charade.
“As a party we call on all security operatives to arrest the situation forthwith so that the will of the people will not be thwarted. The APC in connivance with some security operatives have refused to allow the PDP agents access to the result sheets,” the PDP said.

US election 2016: Trump wins South Carolina, as Clinton takes Nevada

Donald Trump has won the South Carolina primary in the Republican race for president, cementing his status as the man to beat for his party's nomination.
In the Democratic contest, Hillary Clinton beat Vermont Senator Bernie Sanders in a tight race in Nevada.
Both results will be key ahead of the "Super Tuesday" round on 1 March, when a dozen more states make their choice.
The Trump victory claimed a major scalp when former Florida Governor Jeb Bush dropped out of the race.
He finished a distant fourth, days after his brother, former President George W Bush, made a rare political appearance to boost his flagging campaign.
Republican senators Ted Cruz and Marco Rubio were locked in a battle for second place in the state.
Hillary Clinton is breathing a sigh of relief, while the Republican faithful wonder where their party is headed.
The former secretary of state has now put a disheartening defeat in New Hampshire behind her. A loss in Nevada could have sent her campaign reeling. Instead she heads to what should be a friendly reception in South Carolina next week with the possibility of starting a winning streak that she could ride to the nomination.
For Republicans, Donald Trump is the one boasting a winning streak. He has a second-place finish in Iowa and double-digit victories in New Hampshire and now in South Carolina.
If this was the CV of any other candidate, the nomination would likely be secure. The prospect of Mr Trump as the Republican standard-bearer, however, may be too much for some in the party to stomach.
Ted Cruz may yet beat the New York billionaire in the South, and Marco Rubio may consolidate establishment support and pull ahead in the winner-take-all states that vote later in March.

But many eyes will now be on Florida Senator Marco Rubio, who the Republican mainstream core will likely look to as their leading candidate now that Jeb Bush has quit.
"This country is ready for a new generation of conservatives to lead this country into the 21st century,'' Mr Rubio said.
Thousands of miles west, Mrs Clinton narrowly beat Mr Sanders, who had beaten her convincingly in New Hampshire in their last contest.

The battle between them has grown increasingly close in recent weeks, with the former secretary of state expected to win Nevada in double digits just weeks ago.
But the Vermont senator, who has successfully galvanised young voters with his calls for free university education, appears to have performed better than expected among Hispanics in Nevada.
According to NBC exit polls , Mr Sanders won among Hispanics with 53% of the vote but lost among black voters earning just 22% of their vote.
Mrs Clinton's next test will be in the Democrats' South Carolina primary on 27 February. Republicans will hold their own caucuses in Nevada on Tuesday.
Once each state has voted in the primaries or caucuses, the delegates won by each party candidate will go on to endorse them at party conventions in July.
